Boil and cut chicken. In a small saucepan, boil carrots, just until tender. Meanwhile, In a large saucepan, prepare a white sauce by melting butter, then stir in enough flour to soak-up butter. While using a wire whisk, stir rapidly while adding enough milk (or cream) to create sauce. Then add 1 can of chicken broth or chicken bouillon and 1 C water. Stir in seasonings, chicken, broccoli, tortellini, and cooked carrots. Bring soup to a boil and continue boiling until noodles and broccoli are tender. Thicken and thin as needed. Salt and pepper to taste.
